Context

The Penang South Island competition is a strategic initiative for the State Government of Penang to create a new vision for three islands south of Penang Island. The 4,500-acre project will include an industrial district, two new commercial districts, a vacation destination, a broad range of mixed-income housing, public parks, light rail transit, and all other urban functions & amenities needed to create new vibrant communities. The competition brief stated a strong desire for the final plan to incorporate smart / digital city planning strategies as well as strategies for achieving sustainable development goals. Delivering on these goals, the Tekuma-Frenchman and Level Infrastructure team was selected to be one of five short-listed teams for the competition.

Our Role

The Tekuma-Frenchman, the lead urban planning firm on the project, selected Level Infrastructure for their team because of Level’s comprehensive infrastructure planning capabilities, thereby ensuring that the design team would be small and nimble, and would not require hiring and coordinating of many different engineering firms. Level’s role included light rail planning, autonomous vehicle planning, road network layouts, water and wastewater planning, sustainable energy strategy, drainage and flood protection, and solid waste management.
