Context
Level Infrastructure was hired by the Urban Climate Change Resilience Trust Fund (UCCTRF) of the Asian Development Bank to review a master plan for a new city on a 10,000-ha site at the former Clark Air Force Base in Clark, Philippines. The master plan produced by AECOM and Nippon Koei was a vision for a new city of 1,000,000 people, developed over the next 40 years. The city would house new government facilities, special economic zones, and high-quality, mixed-income housing for the growing Filipino population. The Base Closure and Development Authority envisioned a green, sustainable city with smart city and resiliency concepts, which is why Level Infrastructure was approached by ADB.
Our Role
Level’s role was to review the infrastructure aspects of the master plan including drinking water, wastewater, transportation, electricity, and solid waste management systems ensure they were following global best-practice planning and resilience strategies. In collaboration with One Architecture, Level Infrastructure developed a River Study which re-imagined the stream corridor planned through the city as a flood-resilient central park, rather than a channelized river prone to flood risk. Level continued to support ADB with PPP technical advisory services for the Phase 1 development and water supply PPP transactions.
