The Level Infrastructure team is a small, highly collaborative group of civil, environmental, and building systems engineers.

We have expertise in a broad range of technical systems, and we are experts at systems thinking. This allows our firm to work across silos and to provide a full suite of engineering services. For instance, Level was hired by the Asian Development Bank’s Urban Resilience Trust Fund to review the master plan for a new city north of Manila, Philippines, in order to coordinate urban planning and engineering designs. By aligning urban systems and infrastructure systems, Level was able to realize new opportunities for flood resilience and to maximize efficiencies across the board. Level also acted as the sole engineering firm for the award-winning Kabul Urban Design Framework project, led by Sasaki. Here, Level analyzed the city’s existing systems and recommended interventions in the areas of water resources, drinking water, power, transportation & transit, and solid waste.

Finally, Level provides expert services in the fields of risk assessment and resiliency planning. We are actively involved in New York City’s ongoing Hurricane Sandy-related recovery and rebuilding efforts, mostly in the form of waterfront flood protection projects.

Because of our vast experience, Level is also well qualified to provide advisory services to policy makers and plan implementers. For instance, Level has done a great deal of climate policy work, acting as technical advisor to the Real Estate Board of New York (REBNY) during the legislative development of the NYC Climate Mobilization Act, and more recently, studying the feasibility of achieving building energy efficiency goals for the New York State Energy Research and Development Authority (NYSERDA). Level was also an important member of the ULI ‘After Sandy’ Advisory Services Panel. Finally, Level has helped clients like the non-profit Village Health Works implement projects by providing advisory services on financing, construction phasing, and contractor & materials procurement.

What We Do

Engineers at Level have provide technical input mobility, water and wastewater, urban energy systems, and solid waste management to support master plans of all types and sizes.  Since we offer multidisciplinary services our integrated team of engineers finds opportunities between water, energy, transportation, and waste to make recommendations for systems that are efficient, affordable, and innovative in ways that other engineers don’t see.

Approach

Byron Stigge has been implementing low carbon building systems for over 20 years. Now Local Law 97 is a major driver for decarbonization planning for New York City buildings. At Level we keep up with the latest trends while relying on tried and true methods for energy efficiency, electrification of heating, and on-site renewable energy. Level has experience working both in the US and around the world on sustainable energy solutions.

One of the major roadblocks to realizing innovative solutions is the process of implementation. At Level Infrastructure, we know what it takes to get infrastructure built, systems energized, and plans implemented based on decades of experience. Having worked on dozens of master plans and seen how successful projects move from planning into building “Phase 1”, we guide clients who have never been through the master planning implementation process.

What We Do

We advise on infrastructure phasing, procurement support of implementation partners, public-private partnership consultation, investment and financing strategies, education and capacity building, and project management during project phasing.
